What happened when a decision was appealed
Of 121 council refusals that were appealed to An Coimisiún Pleanála and decided, 75 — 62% — were granted permission on appeal and 40 had the refusal upheld. Appeals against a council grant went the other way: of 135, the Commission refused 2.
| The council decided | Granted on appeal | Modified | Refused on appeal | Appeals counted |
|---|---|---|---|---|
| Refused | 75 | 6 | 40 | 121 |
| Granted | 87 | 46 | 2 | 135 |
What “modified” means, and why it is its own column
The register records some appeal outcomes only as modified — the Commission changed the council’s decision, without the record saying in which direction. There are 52 of them. They are counted separately rather than treated as grants, because treating them as grants would raise the headline figure above by roughly a third on the strength of a word that does not say so.
What this is, and what it is not
It is a record of appeals that were decided. Appeals that were withdrawn, or that have not yet been decided, are not counted — an appeal nobody ruled on is not a refusal upheld. Nothing here is a forecast: this site does not predict the outcome of any appeal.
Appeal references, statuses and decisions come from the national planning register, which carries them inline on the application they belong to. Counted across 256 appeals that record both what the council decided and what the Commission decided.
